🔹L2 Modeled: Decisions are defined → but hard to change and inconsistent.
🔹L3 Automated: Decisions are consistent and reusable → but not optimized or measured.
🔹L4 Optimized: Decisions are continuously improved → measured, adaptive, and outcome-driven.
